I have been working as an Independent Contractor for my employer as of 9/11/08. I didn't have a paycheck by the 9/15 so I will be paying my income from 9/11 on by the 01/15/09 quarterly pay date for small businesses. By the end of the year I will have earned about $7,400 from this job. The only deduction I have is about $50 for transportation. I also held another job earlier in the year from which I earned about $700. Social Security and Medicare were witheld, but not income tax. Altogether I will have earned under the $8,200 limit for the entire year of 2008. What I am unsure of is if I still need to pay income tax. My quarterly earnings are such that I would have earned a taxable amount had I earned that much every quarter, so I am confused about that. Also, how much of the 15.3% SS&M do I need to pay? I've seen literature talking about how half of Social Security and Medicare is usually paid by employers, half of it can be deducted from net earnings...it's all very very confusing to me. If anyone can give me an answer, or clarify this that'd be great. Tucson Region Rules waived to add security along 220 miles of AZ border By Brady McCombs and Howard Fischer Arizona Daily Star Capitol Media Services Tucson, Arizona | Published: 04.02.2008 advertisementThe Department of Homeland Security laid claim Tuesday to at least 220 of the 350 miles of U.S.-Mexican border in Arizona to build fences, roads and towers without having to comply with environmental regulations. A congressionally mandated deadline to have 670 miles of fences, barriers, roads and lighting along the U.S.-Mexico border in place by the end of the year drove Secretary Michael Chertoff to invoke the waiver. To date, the agency has completed 309 miles of projects, leaving it with 361 miles to complete in nine months. What Tuesday's order does, Chertoff said, is ensure that the rest of what is necessary can be built without having to complete full-blown environmental-impact statements — and without fearing that one or more sections will become tied up in court. The announcement, however, was greeted by disdain from local environmental-protection groups and a pair of Arizona legislators. "I think every American should be up in arms that the federal government is waiving these laws," said Sean Sullivan, co-chairman of the Sierra Club Rincon Group, which covers Southeastern Arizona. "They are just going to bulldoze ahead in order to get all the projects they had lined up completed." The waiver encompasses nearly two-thirds of Arizona's international border, including swaths of land from as far west as Yuma to near the Arizona-New Mexico state line. None is a new project, said Amy Kudwa, Homeland Security spokeswoman. "We are simply moving forward with their expeditious construction," Kudwa said. The projects will fall under the general category of "pedestrian and vehicle fence construction, towers, sensors, cameras, detection equipment and roads in the vicinity of the border," Homeland Security said. It's the fourth time Chertoff has used the waiver, created in the 2005 Real ID Act to waive compliance with federal regulations for all border projects. He invoked the waiver on the previous three occasions for individual projects: in October 2007 for construction of two miles of fencing in the San Pedro Riparian National Conservation Area in Southeastern Arizona; in January 2007 on the Barry M. Goldwater Air Force Range in Southwestern Arizona; and in 2005 in San Diego. Each use has elicited harsh criticism from environmentalists and critics who say no one person should have such overreaching power. Chertoff's use of that 2005 waiver authority "has created a lawless border," said Matt Clark, Southwest representative of Defenders of Wildlife. The waiver continues a pattern of neglecting important environmental, health and safety laws to build an ineffective and environmentally damaging border wall, Clark said. "That arbitrary deadline has resulted in lawlessness along the border and a disregard for environmental health and safety laws," he said. In a statement, U.S. Rep. Gabrielle Giffords, D-Ariz., called the use of the waiver "outrageous," saying neither her office nor local or state elected officials were consulted. "This is unacceptable," Giffords said. "A federal government construction project of this magnitude will impact significantly on local residents, communities and the environment. Those of us who live on the border and represent border communities deserve a seat at the table." U.S. Rep. Raúl Grijalva, D-Ariz., called such a broad and poorly conceived waiver lazy. "Secretary Chertoff is abusing the authority granted him by the Congress with this ham-handed waiver," Grijalva said in a statement. "With the stroke of his pen, he overturns 36 laws — some of which have been protecting our resources and our health for more than a century — in an area stretching from the Gulf of Mexico to the Pacific Ocean." In a prepared statement Tuesday, Chertoff said his actions are justified. "The flow of illegal traffic through the border region imperils our ability to fight terrorism by stopping the illegal entry of terrorists, and exposes our border communities and the rest of the United States to the ill effects of drug smuggling, human smuggling and gang activity," he said. "Illegal border traffic has also caused severe and profound impacts to the environment." Invoking the waiver will prevent legal wrangling that could delay projects, he said. That's exactly what happened last year when two environmental groups sought to halt construction of fences and vehicle barriers along the southern edge of the San Pedro Riparian National Conservation Area. Challengers said federal officials did not properly consider ways to minimize the impact of the new construction. Chertoff eventually invoked the waiver, and construction continued. Chertoff denied that environmental concerns are being ignored. He said that there is at least a "draft environmental assessment or environmental impact statement" for all of the miles where his agency is erecting new pedestrian fencing. Let me explain why it is not. Here are some basic facts about what a "bourse" is: •it's a place for sellers and buyers for a given product to meet. So, as a seller, you want a place where buyers come and, as a buyer, you want a place where sellers come. It's a meeting point. A meeting point is a form of conventional information, and one that is highly stable once established. People come to the market because they know that others will be there as well, and these are there for the same reason. Once players have agreed to come to one place, it is simpler to come to that place than to try and organise a new place, which everybody must agree to and which all occasional players need to be informed of. Just like DKos is now THE main meeting place for the progressives, the existing oil bourses have an massive advantage over any new one in that they already exist. London has remained the main trading place for a surprising number of commodities despite the British Empire being long gone and the US having replaced it as the largest economy - simply because the infrastructure was there, and the people with the competences to play there were still around. Windows is unassailable on desktops despite being obviously inferior in quality to some alternatives, simply because there is a real advantage for everybody to use a common standard, even if it imperfect. A bourse is a standard on where and how to trade. There is no compelling reason to move from London or New-York to Iran to trade oil. Iran only has 5% of world production and is in no position to impose anything. Network effects paly massively against a switch. •it's a place that allows a price to be set for the transaction. That means that you want many buyers if you're a seller, and many sellers, if you are a buyer. It provides liquidity. This is linked to the above point: liquidity exists when you have a deep market, i.e. many buyers and many sellers. That comes from having a place where everybody comes, and a place that everybody trusts because it works. "Don't fix it if it ain't broke" applies here. Again, this is a compelling argument against Iran. Iran can potentially act as a seller, but would will ensure that there are buyers on that particular market? •the other item related to price is that a bourse needs to provide a single price to act as a universal reference for everybody - a market standard, both in terms of the quality of the product, and the currency it is expressed in. This allows for historical data to be expressed consistently, and for market players to have useful references and background to do their trades. For oil, that currency is and has always been dollar, as a widely stable, universally accepted monetary unit. There is no market and no liquidity in any other currency. It is at least conceivable that the euro could be used as it is similarly stable and acceptable to all, but it has no history as an oil trading currency, and thus market players would naturally convert any price in euro into a price in dollars to see what it means (try switching from degrees Celsius to Farhenheit or from centimeters to inches to know why this matters). Again, there would need to be an overwhelming reason to force all market players to make the switch (and to do it all at the same time), which Iran does not provide. •a bourse is a place that provides security for the transactions. Buyers know that they will get their purchase delivered, and sellers know that they will get paid in a timely fashion. It provides clearing mechanisms. Do you expect other producers to rely on Iran to ensure timely payment of their sales? Do you intent to rely on Iran, an untested bourse, to be responsible for delivery by other parties? •it's a place that provides rules and enforcement of these rules for the proper functioning of the market, i.e all the above: who can participate, how prices are formed, how the clearing is organised, and how disputes are settled. It needs to be a neutral arbiter, uninvolved in the actual trading. Again, this plays against Iran, who is too small a player to impose rules to all, but too big to be seen as a neutral player by other sellers. And do you really want to take the risk that the religious authorities in the background or any other Iranian politician come and start meddling with the ongoing trades? •as rules will ultimately be set by public authorities overseeing the bourse, and disputes will ultimately be decided by courts of that place, it needs a consistent regulatory and legal framework. There's a reason why most commodity bourses are in Western countries. They provide the rule of law, a predictable set of rules, and a capacity to enforce these rules in an effective and market-neutral way. and they have a long track record of doing so. Iran? Not so much. •in today's world, a bourse is essentially a big IT operation, with systems able to provide complete market information to all participants in real times, treat operations as they are decided, and provide an unambiguous audit trail to all interested parties to a transaction. Again, that requires a lot of specialised competences on the ground: programmers, developpers, consultants to install them, the specialist hardware providers, etc... all people that need some (or a lot) of understanding of what's going on in the market. That's highly specialised knowledge, which is, naturally concentrated in the few places that carry bourses, i.e. a few large cities in the West. Iran will be hard pressed to attract such people to Tehran or thereabouts. •finally, the oil bourse is only a small part of the trading that goes on around oil. Most of what takes place are financial transactions: spot sales, forward sales, swaps, various hedging instruments, short term financing, long term financings. All these transactions rely on the underlying oil market, and significantly expand it. If you take out the oil market, or change its rules, standards, references, clearing mechanisms and enforcers, you kill the associated financial markets, which are vital to the world economy and underpin a large chunk of our industrial activity and energy needs. Do you really expect the financial markets to move to Tehran, which has neither the infrastructure, the competences, the legal framework or the stability to host them? Even a switch to the euro would need a massive reorganisation of the financial markets, which are exclusively geared to dollar transactions. This only amplifies the arguments made above about the sole oil market with respect to liquidity, standards and the like. And the legal and regulatory questions are even more important. Do you really want billions of euros of daily financial flows to be ultimately controlled by the Iranian Central Bank? It would basically take the outright destruction of the existing markets to provide any incentive to try to rebuild them differently, and Tehran would not be their first pick to do it... :: :: So, say that Iran decides to sell its oil in euros. Fine. Both the Iranians and their clients will determine the price for the transaction in dollars, on one of the established markets, and will trade these dollars for euros for the actual payment operation. It will give banks active on the forex markets a little bit of income, but will change nothing to how oil is traded. If they open a bourse, who will come? The answer is, no one, unless it is nothing more than the new place to buy oil from them and the transaction, whether in euros or in any other currency, will be negotiated in dollars, using existing market standards expressed in dollars, because there is no way that anybody will be able to express and clear the transaction in any other way. :: :: So please, let's stop the fantasies, or the conspiracy theories about a switch to euros or a new bourse. If any transaction, whether by Saddam, the Iranians or anyone else is expressed in euros, it is purely cosmetic. The underlying market is in dollars, and will remain that way. Coal-burning power plants are the largest U.S. source of carbon dioxide pollution -- they produce 2.5 billion tons every year. Automobiles, the second largest source, create nearly 1.5 billion tons of CO2 annually. Here's the good news: technologies exist today to make cars that run cleaner and burn less gas, modernize power plants and generate electricity from nonpolluting sources, and cut our electricity use through energy efficiency. The challenge is to be sure these solutions are put to use. Is the earth really getting hotter? Yes. Although local temperatures fluctuate naturally, over the past 50 years the average global temperature has increased at the fastest rate in recorded history. And experts think the trend is accelerating: the 10 hottest years on record have all occurred since 1990. Scientists say that unless we curb global warming emissions, average U.S. temperatures could be 3 to 9 degrees higher by the end of the century. Are warmer temperatures causing bad things to happen? Global warming is already causing damage in many parts of the United States. In 2002, Colorado, Arizona and Oregon endured their worst wildfire seasons ever. The same year, drought created severe dust storms in Montana, Colorado and Kansas, and floods caused hundreds of millions of dollars in damage in Texas, Montana and North Dakota. Since the early 1950s, snow accumulation has declined 60 percent and winter seasons have shortened in some areas of the Cascade Range in Oregon and Washington. Of course, the impacts of global warming are not limited to the United States. In 2003, extreme heat waves caused more than 20,000 deaths in Europe and more than 1,500 deaths in India. And in what scientists regard as an alarming sign of events to come, the area of the Arctic's perennial polar ice cap is declining at the rate of 9 percent per decade. Is global warming making hurricanes worse? Global warming doesn't create hurricanes, but it does make them stronger and more dangerous. Because the ocean is getting warmer, tropical storms can pick up more energy and become more powerful. So global warming could turn, say, a category 3 storm into a much more dangerous category 4 storm. In fact, scientists have found that the destructive potential of hurricanes has greatly increased along with ocean temperature over the past 35 years. Is there really cause for serious concern? Yes. Global warming is a complex phenomenon, and its full-scale impacts are hard to predict far in advance. But each year scientists learn more about how global warming is affecting the planet, and many agree that certain consequences are likely to occur if current trends continue. Among these: Melting glaciers, early snowmelt and severe droughts will cause more dramatic water shortages in the American West. Rising sea levels will lead to coastal flooding on the Eastern seaboard, in Florida, and in other areas, such as the Gulf of Mexico. Warmer sea surface temperatures will fuel more intense hurricanes in the southeastern Atlantic and Gulf coasts. Forests, farms and cities will face troublesome new pests and more mosquito-borne diseases. Disruption of habitats such as coral reefs and alpine meadows could drive many plant and animal species to extinction. Could global warming trigger a sudden catastrophe? Recently, researchers -- and even the U.S. Defense Department -- have investigated the possibility of abrupt climate change, in which gradual global warming triggers a sudden shift in the earth's climate, causing parts of the world to dramatically heat up or cool down in the span of a few years. In February 2004, consultants to the Pentagon released a report laying out the possible impacts of abrupt climate change on national security. In a worst-case scenario, the study concluded, global warming could make large areas of the world uninhabitable and cause massive food and water shortages, sparking widespread migrations and war. While this prospect remains highly speculative, many of global warming's effects are already being observed -- and felt. And the idea that such extreme change is possible underscores the urgent need to start cutting global warming pollution. What country is the largest source of global warming pollution? The United States. Though Americans make up just 4 percent of the world's population, we produce 25 percent of the carbon dioxide pollution from fossil-fuel burning -- by far the largest share of any country. In fact, the United States emits more carbon dioxide than China, India and Japan, combined. Clearly America ought to take a leadership role in solving the problem. And as the world's top developer of new technologies, we are well positioned to do so -- we already have the know-how. How can we cut global warming pollution? It's simple: By reducing pollution from vehicles and power plants. Right away, we should put existing technologies for building cleaner cars and more modern electricity generators into widespread use. We can increase our reliance on renewable energy sources such as wind, sun and geothermal. And we can manufacture more efficient appliances and conserve energy. Why aren't these technologies more commonplace now? Because, while the technologies exist, the corporate and political will to put them into widespread use does not. Many companies in the automobile and energy industries put pressure on the White House and Congress to halt or delay new laws or regulations -- or even to stop enforcing existing rules -- that would drive such changes. From requiring catalytic converters to improving gas mileage, car companies have fought even the smallest measure to protect public health and the environment. If progress is to be made, the American people will have to demand it. Do we need new laws requiring industry to cut emissions of global warming pollution? Yes. The Bush administration is promoting an initiative in which energy companies cut emissions only if they choose to do so. As the past 10 years have clearly shown, though, voluntary programs do not stop the growth of emissions. Proposals to cap emissions of carbon dioxide and other heat-trapping pollutants from America's largest sources -- power plants, industrial facilities, and transportation fuels -- are gaining support in Congress. Stricter efficiency requirements for electric appliances will also help reduce pollution. One example is the 30 percent tighter standard now in place for home central air conditioners and heat pumps, a Clinton-era achievement that will prevent the emission of 51 million metric tons of carbon -- the equivalent of taking 34 million cars off the road for one year. The new rule survived a Bush administration effort to weaken it when, in January 2004, a federal court sided with an NRDC-led coalition and reversed the administration's rollback. Is it possible to cut power plant pollution and still have enough electricity? Yes. First, we must use more efficient appliances and equipment in our homes and offices to reduce our electricity needs. We can also phase out the decades-old, coal-burning power plants that generate most of our electricity and replace them with cleaner plants. And we can increase our use of renewable energy sources such as wind and sun. Some states are moving in this direction: California has required its largest utilities to get 20 percent of their electricity from renewable sources by 2017, and New York has pledged to compel power companies to provide 25 percent of the state's electricity from renewable sources by 2013. How can we cut car pollution? Cost-effective technologies to reduce global warming pollution from cars and light trucks of all sizes are available now. There is no reason to wait and hope that hydrogen fuel cell vehicles will solve the problem in the future. Hybrid gas-electric engines can cut global warming pollution by one-third or more today; hybrid sedans, SUVs and trucks from several automakers are already on the market. But automakers should be doing a lot more: They've used a legal loophole to make SUVs far less fuel efficient than they could be; the popularity of these vehicles has generated a 20 percent increase in transportation-related carbon dioxide pollution since the early 1990s. Closing this loophole and requiring SUVs, minivans and pick-up trucks to be as efficient as cars would cut 120 million tons of carbon dioxide pollution a year by 2010. If automakers used the technology they have right now to raise fuel economy standards for new cars and light trucks to a combined 40 m.p.g., carbon dioxide pollution would eventually drop by more than 650 million tons per year as these vehicles replaced older models. Make conserving energy a part of your daily routine. Each time you choose a compact fluorescent light bulb over an incandescent bulb, for example, you'll lower your energy bill and keep nearly 700 pounds of carbon dioxide out of the air over the bulb's lifetime. One presents itself as a warning of the deadly H5N1 bird flu virus, providing links to the bogus website, which purports to contain advice on how to protect "you and your family". The other claims that Slobodan Milosevic was murdered and invites users to visit the site for more information. These websites then attempt to download the malicious code remotely onto the user's PC by taking advantage of known web browser and operating system vulnerabilities. JavaScript code on the infected websites detects the visiting computer's browser version and operating system, including any installed patches, and launches the most appropriate exploit. The exploit downloads a program that attempts to turn off the firewall and install malware, generally a password stealer, keylogger or a banking Trojan. Sophos protection against this threat has been available since 13 March, 2006. "This type of behaviour is inviting the return of script-kiddies," said Carole Theriault, senior security consultant at Sophos. "By simplifying the task of the potential hacker for a mere tenner, sites like this one will attract opportunists who aren't necessarily very skilled and turn them into cyber-criminals."
